MINIMUM STANDARDS
All rental properties must meet current legislative minimum standards before a tenancy can commence.
These standards are designed to ensure properties are safe, secure, and suitable for occupation.

What Minimum Standards Cover
Victoria (VIC) – Minimum Standards
In Victoria, rental properties must meet legislated minimum standards before being leased. These include requirements for:
- Structural soundness and weatherproofing
- Safe electrical and gas systems
- Functioning cooking and heating facilities
- Sound plumbing and drainage
- Adequate ventilation and natural light
- Compliant smoke alarms
- Window coverings in living/sleeping areas
- Safe and secure doors and locks
These requirements are set out by Consumer Affairs Victoria and apply to all rented properties.
New South Wales (NSW) – Minimum Standards
In NSW, rental properties must meet certain standards under residential tenancy laws, including:
- Safe and functioning electrical, plumbing, and gas systems
- Adequate locks and security
- Weatherproof and structurally sound buildings
- Working cooking and heating appliances
- Ventilation and lighting
- Compliant smoke alarms
- Functioning refrigeration where provided
These standards are published by NSW Fair Trading and must be satisfied before a property is leased.
